To enable ease of access from Balboa Station (at the corner of Victory & Balboa Boulevards) – the closest transit stop to the upcoming Olympic venues, we are proposing that the LA28 Organizing Committee fund an interim outdoor plaza.
An outdoor escalator from the plaza would provide ADA access leading to the proposed civic promenade running along the existing elevated berm and a new bridge over Bull Creek, providing a short walk to the venue.
The encampments currently surrounding Bull Creek will be removed. At the same time, we would propose rehabilitation of the pathways and some removal of invasive species and a clean-up of the creek itself.
When the Phase Two elements are funded, the civic promenade will run from the upper level of the community/resilience & interpretive centers to the new bridge, bringing students and patrons to the studies center/restaurant/event space pavilion and then to the foraging garden.
