Civic Plaza, Resilience, Community & Interpretive Centers

  • A civic plaza, to be located near to the corner of Balboa & Victory Boulevards and the Orange Line bus station, will become a much-needed public gathering space for neighboring communities, accommodating:

  • Underground parking,
  • Restroom and hydration facilities,
  • A café and a take-out kiosk selling subsidized meals produced in the Native American restaurant and produce harvested from the foraging & kitchen garden,
  • A weekend farmers’ market,
  • Performance spaces.
  • Our plan is to include a crescent shaped two-level pavilion that fits into the existing topography accommodating:

  • A resilience & community center providing a safe place in the event of climate emergencies with a branch library, workstations, virtual meeting booths & performance spaces, and offices for Council District 6 & County Supervisor District 3, in the 20,000 SF first level,
  • A natural & cultural history interpretive center with a gift shop selling Native American art & crafts; and a ranger station & security office and exhibition spaces in the 20,000 SF second level,
  • A green roof to provide a protected nesting area for native birds.
  • We see the plaza, resilience & community center as an anchor of a vital civic gathering space missing from the Lake Balboa neighborhood.

  • The Civic Plaza and Resilience & Community Center are attractive prospects for naming rights funders.
